The Massachusetts Department of Public Health’s (MDPH) Office of HIV/AIDS developed fiscal site visit tools as a component of a comprehensive quality assurance program in line with HRSA’s Monitoring Standards for subgrantees. Initially, MDPH developed a comprehensive list of questions and issues to be addressed in a fiscal site visit by evaluating the HRSA monitoring standards in combination with Massachusetts State regulations. The questions were put into a “guide” and training was provided to both Programmatic and Fiscal staff. Four Programmatic and Fiscal staff went to each of five pilot site visits in order to assess the quality of the fiscal work of the subgrantees. Based on feedback from the agencies and from MDPH staff, the guide was changed for state-wide implementation among Part B Providers.
