Oscar Mairena is a Senior Associate for Viral Hepatitis and Policy and Legislative Affairs at the National Alliance of State & Territorial AIDS Directors (NASTAD), which represents the chief State health agency staff with responsibility for administering HIV/AIDS and viral hepatitis programs. At NASTAD, Oscar handles a policy portfolio that includes viral hepatitis policy and appropriations, the decriminalization of HIV and drug user health. Oscar also convenes the Hepatitis Appropriations Partnership (HAP), a coalition of viral hepatitis industry partners, advocates, providers, and stakeholders dedicated to increasing Federal support for viral hepatitis. Prior to joining NASTAD, Oscar worked for Congresswoman Barbara Lee of Oakland, CA, handling HIV/AIDS, immigration, LGBT, and anti-poverty issues as well as serving as the Congresswoman’s communications staff person. Oscar was as a fellow at the Center for Progressive Leadership, a Public Policy Fellow at the Congressional Hispanic Caucus Institute and a Public Policy and International Affairs Program (PPIA) Law & Public Policy Fellow at UC Berkeley’s Goldman School of Public Policy and Berkeley Law.
