Earlier positions include serving as a senior researcher with Children Services Council in Florida; a visiting research associate with a university-based research institute and a psychometrician with testing company. Hesborn holds a B.Ed. (Mathematics major) from the University of Nairobi (Kenya) and M.Ed. and Ph.D. in measurement and evaluation both from the University of South Florida (USA). His research focuses on the intersections of health science and social policy and is heavily influenced by mixed methods approach and systems theory. Other interests include systematic reviews, meta-analysis, and decision analysis.
