Jesse Thomas has over fourteen years experience of serving public health and over eight years experience in the field of HIV/AIDS. He currently serves as the technical director for four HRSA Special Projects of National Significance to use cost-effective health information technology and electronic networks of care to improve program efficiencies and health outcomes for PLWHA. Mr. Thomas works for RDE Systems, LLC and led the successful design and implementation of innovative web-based client level data collection systems in use by over 1000 users across the country. In close collaboration with other leaders, he has pioneered web-based planning council resources such as the first online audio-assisted comprehensive needs assessment and client satisfaction initiatives for HRSA HIV/AIDS programs, saving money and delivering usable information in real-time. Mr. Thomas has served on a congressional science and technology subcommittee, formed a public health collaboration, chaired city-wide transition teams, and is a founding member and steering committee member of P-TAS (People, Taking Action, Saving lives), an innovative region-wide HIV testing and health initiative. He has experience in quality management and information systems for HRSA Ryan White programs, CDC HIV/AIDS prevention programs, and HUD HOPWA programs. Mr. Thomas also served as a grant writer, independent grant reviewer, and currently volunteers in local HIV/AIDS initiatives. Mr. Thomas’ experience is in creating user-friendly tools for providers, grantees, and consumers with an emphasis on human-centered, stakeholder-driven approaches that make quantifiable impacts to process and health outcomes for PLWHA.
